Craig Fajnor, Principal

Mr. Craig Fajnor, Co-Founder and Principal of EcoTierra Consulting, Inc., has more than 30 years of experience in government, including 22 years of experience in environmental planning and project management.

Mr. Fajnor has served in a senior management position at various consulting firms for over 15 years and operated an independent consulting practice for more than four years.

Mr. Fajnor specializes in urban projects and has managed large and complex projects in Los Angeles and throughout the Southern California region. Mr. Fajnor brings hands-on experience in all forms of environmental documentation which may be needed to meet the requirements of the California Environmental Quality Act and the National Environmental Policy Act.

Curtis Zacuto, Principal

Mr. Curtis Zacuto, Co-Founder and Principal of EcoTierra Consulting, Inc., has more than 26 years of experience in environmental planning and project management.

Mr. Zacuto has served in a senior management position at previous consulting firms and has worked for a public university as a principal campus environmental planner. Mr. Zacuto specializes in urban and rural projects and has managed large and complex and controversial projects in the Los Angeles area and throughout the Southern California region.

Mr. Zacuto also recently served for six years on the Agoura Hills Planning Commision. This experience broadened his perspective on environmental planning which provides valuable insight to his projects and for his clients. Mr. Zacuto's background in private and public sector planning has resulted in a comprehensive understanding of the complex relationships between land use regulations, environmental impact, and project implementation.

Lainie Herrera, Senior Project Manager

Lainie Herrera is a Senior Project Manager with over 13 years of experience managing and preparing CEQA and NEPA environmental documents.

Her experience includes residential, office, mixed‐use, institutional, recreation, and infrastructure projects, for which she coordinates between agencies, applicants, consultants, and attorneys to certify CEQA documents as part of the overall project entitlement process.

Katrina Hardt-Holoch, Senior Project Manager

Ms. Hardt-Holoch is a Senior Project Manager and the Northern California Regional Manager.

She has 20 years of experience managing and preparing CEQA and NEPA environmental documents. She leads and directs multidisciplinary teams conducting environmental review and compliance activities for a variety of projects, including mixed-use and residential development, educational/institutional facilities, commercial and light industrial development, recreational facilities, master and specific plans, roadway and bicycle facilities, rail, restoration, and general plan updates.

She has direct and extensive experience throughout Northern California and the Bay Area.

Jennifer Johnson, Project Manager

Ms. Jennifer Johnson, a Project Manager for EcoTierra Consulting, Inc., has over 11 years of experience in land use analysis and preparation of environmental review documents pursuant to CEQA and NEPA.

Ms. Johnson has assisted and managed projects involving the preparation of environmental documentation for both private and public sector clients, including: Environmental Assessments, Initial Studies, Negative Declarations, Mitigated Negative Declarations, Mitigation Monitoring Programs, Environmental Impact Reports, Focused Environmental Impact Reports, and Environmental Impact Statements.

Shayne Lipsey, Environmental Planner

Ms. Lipsey, Senior Environmental Planner has more than 30 years of experience in environmental and land use planning. Ms. Lipsey’s experience includes both the management and preparation of environmental review documents pursuant to CEQA and NEPA for clients in both the public and private sector, as well as preparation of General Plans, Specific Plans and entitlement documents.

Ms. Lipsey has prepared and co-­‐managed a variety of environmental review documents, including Environmental Impact Reports, Initial Studies, Negative Declarations and Mitigated Negative Declarations, Environmental Assessments, Addenda, Mitigation Monitoring and Reporting Programs, and other focused environmental analyses. Her diverse project experience includes commercial/retail, mixed-­‐use, single-­‐ and multi-­‐family residential, institutional, and master planned developments throughout Southern California.

Ms. Lipsey’s background in private and public sector planning has resulted in a comprehensive understanding of the complex relationships between land use regulations, environmental impact and project implementation.

Jenny Mailhot, Project Manager

Ms. Mailhot, Project Manager, has more than 14 years of experience in management and preparation of environmental review documents pursuant to CEQA and NEPA for clients in both, the public and private sector.

Ms. Mailhot has acted as day-to-day contact for clients, agency staff, and attorneys, providing valuable insight to the environmental constraints of various project. She has managed and prepared documentation for highly controversial projects including: residential, retail, office, mixed-use, institutional, recreational, museums and infrastructure projects.

Ms. Mailhot has also prepared peer reviews of environmental documentation for clients and has experience with land use entitlements, findings, and mitigation monitoring programs.

Katie Wilson, Air Quality/GHG and Noise Specialist

Ms. Wilson has more than 14 years of experience in acoustical, air quality, greenhouse gas (GHG) and health risk impact assessment analyses for public and private sector projects throughout California.

She has directed and assisted on hundreds of projects involving air quality and acoustical impact analyses, with an emphasis on accurate and defensible analyses performed in support of CEQA and/or NEPA environmental documentation.

She has extensive expertise in developing creative solutions for both common and unique/controversial noise, air quality/GHG, and health risk assessment issues involving warehouse/industrial-type land uses, residential uses in close proximity to freeways, waste management facilities, and large project/programmatic level projects.

She is well versed in the standards and requisite methodology of air quality and acoustical impact analysis and is skilled at communicating complex air quality and acoustical analysis concepts to the public and decision makers.

Her leadership involvement with the Association of Environmental Professional Inland Empire Chapter and teaching role at CSUSB has allowed her to build strong relationships with colleagues and stay well informed of current best-practices and developing analysis/methodology trends.

Marisa Wyse, Environmental Planner

Ms. Wyse, Environmental Planner, has over 9 years of experience managing and preparing CEQACEQA and NEPA environmental documents.

She has assisted and managed projects involving the preparation of environmental documentation for both private and public sector projects including: Initial Studies, Mitigated Negative Declarations, Mitigation Monitoring Programs, Environmental Impact Reports, Focused Environmental Impact Reports, and Combined Environmental Impact Reports/Environmental Impact Statements.

Her project experience includes roadway improvements, park development, public facility land use, mixed-use development, hospital/medical facility development and expansion, school development, and energy facility construction, for which she coordinates between agencies, applicants, consultants, and attorneys to certify CEQA documents as part of the overall project entitlement process.
